Commissioners

 

St. Andrews Public Service District (SAPSD) is divided into two sections and has five elected Commissioners serving four year staggered terms. It consists of two Commissioners from Section I, two Commissioners from Section II, and one Commissioner who serves as Member-at-Large. The Commission meets the first Monday of the month at the SAPSD administration building unless otherwise announced. The public is invited and welcome to attend.

regan blanchard

Regan Blanchard is a Charleston native who graduated from the University of South Carolina. He worked as a store operator for the Piggly Wiggly Corporation and was responsible for Business and Development of Blanchard Construction Corporation, a family owned and local business. He has lived in the Avondale area since 1989 with his wife, Patricia Byrnes Blanchard. They have twins, Regan and Elizabeth.

christopher perot

Although originally born in Montreal Canada, Christopher Perot grew up on James Island and is a long time resident of SAPSD. Perot has a Bachelor of Science in Business and Computer Science from Newberry College and had further studies in both Biology and Chemistry. Perot is a loving father and step-father to three children Trey, Riley, and Christopher. Perot has worked in both retail and commercial sales for almost 30 years with experience in the food and beverage, automotive, and jewelry industries. He is currently employed by Stoneway Supply, which specializes in the wholesaling of diamond tooling, abrasives and chemicals for the Marble and Granite fabrication industry for the southeast region.

charlie e. ledford

Charlie Ledford has been a West Ashley resident since 1960, when his family moved from Charlotte, NC. Ledford attended the Baptist College at Charleston (now Charleston Southern University) and graduated in 1977 with a Bachelor of Arts in English and Business. Ledford and his wife, Susan Parham Ledford, have two children, Charles Stewart Ledford and Amy DiLiegro, and six grandchildren who all reside in West Ashley. Currently, he is President and Owner of Ledford’s Termite & Pest Control, Inc. which was started in 1975. Ledford served on the Charleston County District 10 School Board from 1986 to 1990. He has been a member of St. Andrews Rotary Club for 30 years and has been a member of Pinecrest Baptist Church since 1975.

john destefano - commission chair

John DeStefano is a Charleston native with extensive family roots in West Ashley. DeStefano graduated from the College of Charleston in 1987 with a Bachelor of Science degree in Business Administration. Throughout his professional career, DeStefano gained significant experience managing government construction contracts for local, state, and federal projects. In 2005, he formed the commercial real estate brokerage firm, Commercial Investment Group, LLC, where he serves as President and Broker-In-Charge. DeStefano is a member of Blessed Sacrament Parish and has served on the Pastoral Council, the Blessed Sacrament School Board (Vice President and President), Chairman of Catholic Schools Management, and the Knights of Columbus.

 

nancy p. calvary

Nancy Calvary graduated from Middleton High School in 1981. Calvary moved to Florida and worked for the Boys and Girls Clubs where she taught herself to use a computer and became a secretary and as a teachers Aid for the School Board while she attended Strayer University and earned an associate’s degree in Computer Information Systems. Calvary moved back to Charleston, SC in 2006. Calvary preferred the technical side of the computer industry so she attended EPCI University and earned an associate’s degree in computer Electronics.  After graduation she worked several positions as a technician including , a project that involved installing Money Gram Machines across the eastern coast, worked with her family’s videographer business MDS Enterprises, Inc. as a videographer and video editor, Took on CRANE—Community, Reinvestment, and Networking Entrepreneurs as a computer technician providing several Community Centers with computer centers. She also has taught interested persons basic computer skills, donated her time and talent to provide over 100 refurbished computers to those in need. Actively engaged in her community, Calvary has served on the Council of Governments and has been an Elected Official a Commissioner with the St. Andrews Public Service District since 2010. Calvary is also the proud parent of two children and four grandchildren.
